Precipitous withdrawals from two warzones, in a manner that circumvents the ordinary bureaucratic protocol, would be in the realm of "good policy" -- but the complacent and obstinate factions of the apparatus are describing it as "chaos." Because they're complacent and obstinate.

Was present some years ago when a high-ranking DC military policy establishment type forcefully argued that "updating" nuclear weapons was a bad idea on grounds that it is not helpful for Presidents and generals to have confidence in the nuclear arsenal. Hubris = danger.
