My speculation is that Erdogan made an ask for not continuing to embarrass Saudi and US over Kashoggi. That ask might be for the Saudi US strategy on Syria be rescinded and we are seeing that horse trading.

After a while, for whatever reason, they didn’t get paid when they were promised. I’m sure there’s probably more to the story there but I was just a boot. After a couple weeks of protests, all of a sudden the protesters were gone. Guess what came next? Rockets & mortars.

He literally just did. He said as a distraction. That's a reason. It's a wrong reason. One he didn't explicitly state but I'm sure would agree with is also so, as part of the distraction, he could claim he "beat Isis" as a victory to his supporters in lieu of his wall.
