Part of it was a contrived justification for people who just hated Hillary, part of it was a legitimate grievance from people who expect minimum standards of transparency and compliance with public records law from public officials. The constant lying was also an issue.

Not really, people have been punished incredibly harshly for deliberately leaking but this sort of vague irresponsibility happens a lot without much in the way of repercussions.
