        You can ask a question if 1) you are called upon, 2) you then listen to the answer instead of starting an argument. When the speaker is done, you can ask for a follow up There's 100 reporters in that presser, while Acosta is peacocking around pretending he is interviewing.

        He asks a question, listens to the answer and tells the other person their answer is wrong. The other person points out and says it’s a difference of opinion politely. He carries on. Seems to me that he is expressing an opinion and wants disagreement - to make news.

        Many interviews are contentious. It’s completely legitimate and almost never newsworthy. Reporters at the WH are allowed to be combative, and the president (or press secretary) is allowed to respond in kind. But Acosta is simply grandstanding.
