People keep saying mandatory presidential alerts sent to your phone are no different than TV and radio "emergency alerts" of the past. But TVs and radios weren't personal devices. You had no expectation of customization or control; they were passive media. Phones are different.
You had no expectation of control over the content on your screen. You control the on-screen content of phones to an exponentially greater degree.
