Character is good, but it's the kind of vague term that can be appropriated to justify nearly any means and ends. Plus everyone thinks they have good character. I think you need character and also a sense of balance.

This statement implies you would rather work for a boss with great morals than one that understands how to deliver on their commitments to you. As long as someone’s self interests are aligned with ethical behavior, their morals are irrelevant.

That’s more philosophy than policy specifics. Both are important, but as long as a rep. has some proficiency or above average understanding of policy, the more minute details can be hammered out by their aides working with actual policy wonks.
