People who have insurance and get them at low price can sell unused to brokers who sell them at a markup to uninsured people, still below full price.

If someone's sugar levels are under control and aren't needing to test everyday I could see it being an extra bit pocket money for them, and otoh people who actually need them get them. Probably better than selling medications, in general.
