Because nothing happens purely in isolation. We need to know why a particular agenda is being pursued to assess whether a particular step is on balance good or bad. In Trump's case I would argue bad as it will lead to increased inequality with attendant problems.

For the blindingly obvious reason that the end result will vary. For example, if one group wants to change laws on religion to remove restrictions, and another group wants to increase restrictions, they both want to change the status quo - but in different directions.
