I think you’re fighting with ghosts here most people are rallying against Trump and Obama’s deportation and separation policies
I get the sense that a lot of the rallying has been spurred by a (faulty) sense that Trump alone has brought about family separation. It's the media's fault. I know that activists are generally aware of the reality
There’s a difference between what’s written and what’s happening in practice. But I guess, this makes it “OK” regardless 
"As a matter of policy" is what the report says with regard to the pre-Trump era. You can then read the report and find multiple examples of this policy being enacted.

I think the two reports here can be seen to reconcile with each other: the Obama ICE policy did, indeed, include family separation as a deterrent, which is awful. And, it did so much more as a last resort, in much smaller numbers, only for repeat offenders.
