They should not disrupt people engaging in harmless recreational behavior. Possessing beer on a beach is generally not a grave enough problem to warrant armed intervention

I think this is a bit of a stretch. Local communities have a right to try to discourage the steroid and alcohol fueled fights and sexual assaults of the guerilla culture depicted on Jersey Shore. Cops seemed reasonable, overlooking the drinking, until they threw punches.
These aren't mutually exclusive issues. One is the commando police and the other is people flouting the law and then thinking there shouldn't be repercussions for spitting on police and resisting arrest. Neither are going to work out well for someone.
