Actually you can and must pour money into these problems to fix them. You have to target the spend, but let’s be clear: USA spending on all these existential issues is lamentable.
Here’s the problem that “free money” solves: not having any money. For those in dire need, living in the wealthiest nation on Earth, that “free money” is the very least that can be done.
If people can’t house themselves, you institutionalize them. You don’t just give them money for drugs so they become vagrants that destroy the community they live in.
