Marc! Hi, no, the GEC is fully an American government agency. The Atlantic Council is a sizable NGO/think-tank with a variety of funders, including the USG. The connection is that the DFRLab, an “anti-disinformation” think tank within the Atlantic Council, is funded by GEC.
