Requiring restitution to the victim is implemented successfully in many countries. If an offender can't pay, they could "do their time" by performing unpaid labor or community service

Statistically financial repurcusions are more effective than incarceration, our mass incarceration system does not effectively disincentivize crime. We should attempt a different answer, trying the same thing over and over despite evidence is the definition of insanity.
