Note that different applications have different privacy/aggregation requirements. e.g. smart city probably just wants "things are slow here", not any information about driver or car.
vs. my-driving-application perhaps wants more.

Q: OBD is standard? Consumers can buy the receivers? A: Yes. The car manufacturers export different metrics, so possible project is to create a library to normalise data. A: OBD is not legally mandated on electric vehicles. A: NB - connecting to OBD may void warranty.
