Dutch researcher says @CIA devised way to apply temporal/spatial (geofencing) restrictions to e.g. shoulder-fired Man-Portable Air-Defense Systems (MANPADS) missiles.
E.g. to restrict misuse if they end up in wrong hands.

given than conflicts tend to messy it's probably better to make an attempt at geofencing than not to. Obviously it should be designed and implemented in a way that is effective and is hard to bypass - the latter presumably is quite a challenge
