All systems are inherently unfair to some people. Government does nothing well. The more people there are, the greater the system will seem unfair to more people. Do not expect this problem to solve itself. Ask yourself, "Do I encourage an increase in bears by feeding them?"

On the other hand, MOST homeless people are mentally challenged. But Liberals believe in mainstreaming them. THE CURRENT SYSTEM ISN'T working. Never mind being unfair..
