Slashdot was doing community moderation decades ago. They use an extra layer they called meta-moderation where moderation of moderators by randomly selected community moderators. User A posts, User B thinks it's a bad post, moderates it down, User C gets asked to check B's work.

I also forgot one of the great things about their system: limited mod points. With a limited number of mod points available, you use them wisely to mod up or down, so there's no ability to mass report posts and abuse the system against someone just for disagreement.
