...a bigger airport, facilities, etc. didn’t really have traction but died completely when Rockefeller donated land in NYC for a (dubious) tax write-off. So, what if UN had located to SD? How might have diplomacy (and SD) have changed?

I think if it had been located in SD it would have withered and died as the international community would not commit to a sustained presence in that location. There would be no UN today and whatever facility(ies) had been built would now be a stop on a tourist tour.
