I don’t know about lectures, but the rule is pretty straightforward. Think of it as the punctuation for two independent ideas that are like cousins, ideas that are close but don’t live together. Commas are for sibling ideas, and periods for that one aunt who visits for bbqs.

The favorite definition I've heard is that they separate two independent clauses that are *intimately* related. It's so lovely to think of clauses as intimate.

I had a professor one time who said “semi-colons are the sexiest punctuation because they see the sentence next to them and they hold onto it.” Not a lecture but I’ve remembered that for over ten years.
