Turns out it was a bug in LuaJIT, it had been fixed upstream at some point, and that fix made it into OpenResty 1.21.4.1. I didn't bother digging deeper, but I do recommend updating if you haven't already.

From our metrics, you can see large increase in Pass requests. Comparing to server logs, we see a large amount of automated activity including a g-recaptcha-response value to satisfy the verification
