It's everywhere. Even in the South. A place unlike what you described is the exception, rather than the rule, even in wealthier parts of the country. I think in Greater London its just easier to ignore because there is some money and ambition still floating about here and there.

Yes, you’re probably right. The exception is Outer Hebridean islands, Cotswolds villages and London’s Belgravia. Money allows one to ignore the rot... but the rot is spreading... upwards, downwards, everywhere.
