It’s Anglo-Irish admixture. You see this look a lot in working-class areas of Britain, especially in the Northwest. You get this almost Latina look because it’s a throwback to the 16th century mixing of Irish and Spanish Armada survivors.

It’s debatable where the “Black Irish” phenotype comes from, but your question about where that look comes from in northern England is undoubtedly Anglo/“Black Irish” mixing. I’m a product of that myself. Scoff all you like.
