It’s Anglo-Irish admixture. You see this look a lot in working-class areas of Britain, especially in the Northwest. You get this almost Latina look because it’s a throwback to the 16th century mixing of Irish and Spanish Armada survivors.

Genetically, working class from the northwest of England have more in common with Irish than with southern English. Can’t remember the link but this is a fairly established fact that’s out there.
