A highly functional state being one that has a monopoly on violence. If a state can fully control it and the deployment of force internally with zero challengers, it is functional. Otherwise like in the case of Syria where violence is not the sole monopoly, it is dysfunctional.

This results in peaceful and stable societies, yet it paradoxically also results in vulnerable societies that are weaker to non state levels of aggression.
