Don’t forget the “small-souled” prefix before “bugman”. I think that is the important differentiator. Bugmen’s souls have withered away from overexposure to pop-culture... NPCs may never have had one.
In my opinion, bugmen are more concerned with the outward ornamentation of modern pozz: fitbits, Bobble Heads, sportsball statistics, Harry Potter, Star Wars, etc. NPCs are more concerned with policing the internal thoughts of themselves and others.
