NEW: @USCBO - if all policies in Build Back Better were extended permanently (or at least for full 10 year span of the score), it would add $3 trillion to the deficit. - GOP will pounce - Democrats will point out they would pay for all of that (if get chance/pass extensions)

There's an interesting assumption behind this - that whichever party is in power will extend the expiring policies, and that it won't pay for them. (based on historic trends, Rs would be expected to take control of Congress next year.)

Graham: "All I did was ask CBO to score the bill in light of reality. In reality, ladies and gentlemen, these programs won't go away after one year, two years or three years. They'll never go away." (So, no matter who runs Congress, they won't end or pay for these programs?)

Graham: "I don't believe it's possible to find $3 trillion of offsets without wrecking the economy. Are you going to raise taxes by 3 trillion? Are you going to cut the government by 3 trillion?"

Graham is asked about Dems' promise to pay for extending these BBB programs. "Number one, Chuck Schumer and Nancy Pelosi could give a damn if you pay for this bill. Joe Manchin does."

Graham says he spoke to Joe Manchin this morning about these BBB projections. "He was stunned.. I think he felt vindicated and that his concerns were legitimate."
