Support for the attribute is new in Firefox (starting with 70). It has been in Chrome for a while I guess?! It seems like Safari is doing its own thing independent from the attribute.

Nope, using a fieldset here would be overkill. Using a p or div is fine. From the spec: "Each area within a form is typically represented using a div element." https://www.w3.org/TR/html52/sec-forms.html#writing-a-forms-user-interface …
