Watch it again, the police officer had the stick, he set it on the ground, grabbed the guys arm, placed his hand on the stick, and then beat him for it.

That's exactly it. He forcefully puts the stick in his hand and proceeds to punch his fingers in the most evil way imaginable. That human should be banned from any public service for life.
