Doesn't necessarily mean support, there are a lot of people who don't pay attention and a lot who have become numb.

agreed - I think the 40% is made up of 33% who might vote for him and 7% who think, "Well since we can't understand/believe how somebody so manifestly dishonest/incompetent/unsuitable won in the first place, there has to be a risk he'll do it again."

inside the numbers, his "strong approvals" have stayed consistently at 25-28% depending on poll. anything above that is soft support which why there is fluctuation.
