The acting AG can't as long as Rosenstein is there. He was the acting AG due to Sessions recusing himself.

I really hope that’s how it works, but are you sure? If the new acting AG had no reason to recuse himself, wouldn’t he be in charge of the Russian probe? The only reason Rosenstein is in charge of it is because Sessions recused himself.

I'm sure that's how it's suppose to work. The law states only the AG, or acting AG due to AG recusing, can appoint one. Later in the law it states only the AG can fire. That would imply it has to be the same person since the acting AG was the person who hired.

The tricky part is it states ONLY the AG can fire. Their thinking is if they got a non-recused AG, he could fire him.

You're welcome. There also has to be a reason. This isn't not an at will firing like most positions. While I'm sure they could make one up, it would have to be proven or else it would end up being obstruction.
