Manafort surely has that 4th passport stashed somewhere, along with millions of dollars in some as-yet-undiscovered account. HOW can Mueller do this? WHY would he?

Weirdly, I have a great deal of doubt. He’s a top tier target. The only person he can give Mueller that would matter is Trump, and I doubt he will do that.

He has them cold and doesn’t need Manafort for them.

If he can provide strong evidence against them to bolster Mueller's cause, and Mueller doesn't think he can help much on Trump, then a deal makes sense.

The truth is that LOW-INCOME defendants benefit from being out on bail b/c they can find resources for their defense much more easily than someone wealthy who can affort to pay others to do all the work for their defense.

So for low-income defendants, bail is necessary and ought to be given as much as possible. For someone like Manafort, house arrest was already a kindness he did not deserve.
