I would think it means to focus so much on making the base happy in a way that ruins any hope you have of peeling off some centrist, minority, or Dem votes. Their tent gets smaller and smaller, while America gets more and more diverse.

Trump's base was okay being a bit sh*tty, then kinda sh*tty, then sh*tty, then pretty sh*tty, then really sh*tty, then very sh*tty, then bigly sh*tty. They drew the line at extremely sh*tty. Well good for them... they have standards.
