Schumer has moved to set up procedural vote on Dems' bill to overhaul election laws. It will fall well short of 60 votes. Dems still not in total agreement themselves. And Manchin reiterates he's not agreeing to a "carve out."

The filibuster is NOT permanent. It is not in the constitution, it is not the law, it is a Senate rule which can be changed with a simple majority vote.
