Trying to understand: Does this mean senators won’t be able to ask questions?

She will ask questions for GOP senators if they choose to yield their allotted time to her. Democratic senators plan to ask questions themselves

Thanks, Manu. Grassley's wording about not "giving senators an opportunity to launch their presidential campaigns" made it seem like he wants her to ask the questions for both sides.

Has this ever happened before? Senators hiring outside counsel at a Senate hearing? Seems odd!
-
Seems like a dereliction of duty and a waste of taxpayer dollars.
