That’s wrong. I’m surprised that any SCOTUS nominee wouldn’t know a president can’t change a law after it has been signed into law. That is up to Congress. The president’s duty is to uphold all laws whether he likes them or not.

But isn't a signing statement only allowed when a president is signing a bill into law? There's no provision for deciding after the fact, is there? So a president can't decide that a bill signed into law 20 years ago (or even 2 years ago) no longer applies because ... ?
