Disk Utility in 10.11 doesn't seem to have a way to mount locked volumes. But you can unlock with "diskutil list" to find the volume ID.

@mcelhearn Can't test now, but it looks like you're right—they just removed the Unlock toolbar button.

@mjtsai There's also no Customize Toolbar dialog in Disk Utility. -
@mcelhearn Actually, I was able to get to that via the contextual menu and then put the Unlock button back. -
