That's not how I would read this, for what it's worth. Hovland blocked the req. in question earlier this year. SCOTUS and the Eighth Circuit overruled him.

This is UN-American. If you are a citizen, you should be allowed to vote. Heck, if you are paying taxes or receiving money from our government, it should be a REQUIREMENT!
