As I am learning, from the board down, the org needs to be aligned and focussed on a common shared purpose. Without shared purpose the orgs gears will grate against each other, damaging itself, it’s people and it’s customers in the process.

What you are asking for is fundamental re-education or cleansing of the exec and board. If you are a pathological Westrum organisation then I think the horse has already bolted.

Talented people mostly get to choose where they work. Pathological organisations are best avoided for many reasons.
