Evans says his support for the Pepco-Exelon merger predates his employment at the legal/lobbying firm that rep'd Pepco. But...

...a "pitch" to Exelon from another legal/lobbying firm (Squire), for which Evans worked in 2014 "identified Evans as the leader of a proposed 'Advocacy Team' to assist with the merger."

Evans arranged a meeting with Exelon's VP of corporate relations and @MayorBowser in Dec. '14," acc'ding to the investigation. He invited Exelon's general counsel to Squire's holiday party, and in a letter proposed Exelon hire Squire.

Evans left Squire by Jan. '15, and used his connections w/ Exelon to negotiate for a job with another lobbying firm (Manatt), the investigation says.

"Evans’ actions to attempt to influence the Pepco/Exelon merger from January 2015 to October 2015 violated the (Council) Code’s conflict of interest provisions, even though he did not begin his employment at Manatt until October 1," 2015.the investigation says.
