The amendment carves a path for release from prison for people given long sentences for serious crimes committed before their 25th birthday, as long as they served at least 15 years in prison.

Several people are left standing outside the building. Police officers continually ask if there are any ANCs waiting to get in, or anyone with a confirmed RSVP, and escort those people inside. At the same time say the room is at capacity.

Those are Federal Protective Service and Department of Homeland Security officers, not MPD. It's a Federal Gov building, so Federal Gov law enforcement protects it.
