I’d say your right to an extent, but whether or not tactics like this are used with conscious intent, the result of using them ascribes intentionality to their agents.
I'm not sure I understand the premise of your sentence, but if you're suggesting that any resultant 'killed minds', must necessarily be due to explicit intent - then I disagree. Obviously the intentionality changes the dynamic, and what not...

I’m not saying there is post hoc explicit intent, but I’m saying for practical purposes of working with a having a ‘killed mind,’ they may as well be. This helps me to know what in my experience I’m responsible for and what I’m not–not to prosecute but to practice with my stuff.
