I don't know Jeff or his teaching activity at all, but I can say this much; I enjoyed listening to him, he seems like a nice chap. He has trained under Shinzen for a decade, so I would not be surprised if he had deep experience/understanding and very solid teacher training.
On Jeff's website it says he became a teacher at Shinzen's 'urging' - if that is the case, he has my respect. A Shinzen seal of approval should be regarded as a significant mark of reliability.
