I would appreciate elaboration too. I'm not sure what it means in this context.
I first encountered the concept via Soros' application of Popper's thought to finance; particularly where you see pro-cyclicality in the relationship between individuals, collective perception (market) -> price, and economic fundamentals.

From Soros' application, it doesn't take much of a leap to see similar dynamics all over the place.
