If someone is nitpicking, yes, they might be trolling. But it's also possible that they have something to say — based on their understanding/experience — and are testing whether you're interested in a discussion.
Also, I used to work with a lady who did this because she didn’t understand things. Everyone else on the team assumed she was just playing a weird power game, but she just wanted clarification. Neurotypical communication strategies are wild.

Good question, I'm not sure what I'd have done in that situation because I wasn't aware of this dynamic until someone complained about it. I suggested to the individual that it might be worthwhile being aware that we often project intention onto other people without much evidence
