Blame the Kagyu. Karma Pakshi (second karmapa) was the first reincarnate lama to be recognised as such, by Pomdrakpa (1205ish) A number of famous masters said they wouldn’t reincarnate, but no one listened. Ju Mipham Rinpoche is a famous one, and we all know what happened there!
