Can someone explain to me why the UK (British?) parliment has a magic stick and what it means when someone picks it up? I take it’s a protest, but what does the act symbolically signify? Are there times when it is appropriate to handle the stick? (Scepter? Mace?)

Now I’m curious why the mace is chucked about in protest even though it is representative of the monarch. Maybe
