When Shambhala told him to stop bc he wasn't authorized to give transmissions, he left Shambhala, took the Naropa students who took refuge with him, formed Dharma Ocean. These students were loyal to him, not the dharma. Reggie learned and precisely executed how to form a cult.

My experience with Reggie was very positive. He was very kind, gave good advice, and had a sane sense of conviction in what he was teaching - beyond the grasp of political/institutional lineage. The whole outcasting thing seemed to work in his favour, as a practitioner & teacher.
