I'd say rock (and by extension metal) have become more experimental and extreme, respectively. The fact that there isn't a mainstream market for them doesn't mean there's a decline, it just isn't the dominant style of music.

I actually think we're in a golden age for rock and metal in terms of sheer quality. This has been my absolute favourite decade for all of rock, metal and punk and it's by quite a margin.
