IIRC this isn't actually real, it was a response to someone being accused of using Alinsky's "Rules for Radicals." Basically an absurdist exaggeration of the "Rules," twisted to look like conservative tactics. It's like he went "oh yeah well you sound like this! Herp derp derp!"

That's the point though, isn't it? To take recognizable patterns of discourse and turn them into planned tactics, creating a boogieman that can be exaggerated while still looking like a relatable experience. It makes happenstance look organized.

I was a Poli Sci student at the time that was written. If it was actually a conservative playbook written by Rove, it wouldve come up at least once in class or in conversation. Looking over it more it really does look like the Rules for Radicals but modified. I'm gonna check.
