Only if there is a large amount of companies. If it ends up with few entities (like ISPs), then the prices WILL collectively skyrocket.

like blue-cross. In Texas, we can only get BCBS of Texas. The 5 other plans they offer, aren't offered here. open-state would allow (2/x)

Similar to ISPs, if only a small number are offered in an area, competition is nill, prices skyrocket.
